 All personnel checking in/reporting for duty MUST be in the Service Alpha uniform!  Your first stop should be the Joint Reception Center (JRC) building 2258. It is located on your right in the second block from the North Gate. Hours are: 0730-1630, Monday to Friday.  Check in during normal working hours with G-1 Personnel to have your orders endorsed.Then visit the Relocation Section to receive a Welcome Aboard Package. This Welcome Aboard Package gives you a good amount of information about the base and San Diego areas as well as a base telephone directory.  If you arrive after 1600 weekdays or on weekends or holidays, check in with the Command Duty Officer (CDO) located at the Headquarters Building 8630, MCAS Miramar.

 Housing costs in San Diego are among the highest in the
nation. Currently, however, there are immediate openings in several
military housing units. Click here to view wait lists.
Utility costs are generally reasonable since there is not a need
for much heating in winter or cooling in summer except in easterly
communities. Therefore, while a greater portion of the budget is
spent on rent, this can be offset by lower costs in food, clothing,
free outdoor recreation, and moderate utility usage.  Due to the growing number of residents and the limited availability of affordable housing, San Diego is currently experiencing a very tight rental market. There is more demand than supply, especially in the coastal/beach communities. Surveys have estimated San Diego's vacancy rate at less than 2%, allowing rental owners to be very selective to who they rent to.

Government Housing  7284 units are reserved for E-1 to E-9 personnel consisting of 1-5 bedroom units.561 units are reserved for W-1 to O-6 personnel consisting of 2-5 bedrooms.  Most of the housing areas are located in civilian communities, but there are on-base housing at MCAS Miramar and North Island, reserved for personnel assigned to those installations. You must be assigned to NAS North Island or Miramar to get on their wait list.  Military housing is under the jurisdiction of COMNAVBASE San Diego, and is scattered throughout the county in 36 locations. More units are constantly being added through lease and acquisition of existing structures, as well as expanding through construction. Members must choose a specific property to be placed on the waiting list and waiting time will be dependent on that property. Current wait time is 0-36 months. The Navy Medical Center San Diego is a vast regional medical complex nicknamed the "Starship" of Navy medicine. The Naval Medical Center is responsible for operating a group of clinics located at area military installations. Through these clinics emergency and ambulatory care is provided to the active duty populations of all San Diego based ship and shore commands. Dependents and retirees are seen at the primary care clinic or one of the other specialized clinics on a space available basis.
Active-duties are seen at sick call on base. Family members are seen by appointment only at the Family Practice Clinic. All specialty care are to consult with the Naval Medical Center, San Diego. This includes Cardiology, Obstetrics, Opthamology, Orthopedics, or Pediatrics. | Temporary Lodging Facilities | ||
The following are a few of the hotels and lodging in the San Diego area that provide military rates for personnel on orders. Please call to find out current rates before making reservations.Make sure a Non-Availability Statement is obtained from billeting before utilizing the hotels in the community (MCAS Miramar Billeting - (858) 577-4233). This will ensure you are reimbursed. If you will be traveling with pets make sure that it is stated in your orders. This will allow you to obtain a Non-Availability Statement and be reimbursed for staying in a hotel that allows pets. There are no pet accommodations at billeting or the Miramar Inn. |

Military Members with dependents travelling accompanied/unaccompanied are entitled to TLE (Temporary Lodging Expense). Military Members MUST first try to incur lodging with billeting and the Miramar Inn before they attempt to stay out in San Diego area. Once Service Members receive a Non-Availability Statement (obtained from Billeting) they may proceed to stay out in town. If Non-Availability Statement is not provided Service Members will be limited to the Miramar Inn cost of $49.00 daily. IT IS STRONGLY ADVISED THAT PCSING MEMBERS CHECK WITH THE FINANCE OFFICE AT THE NEW DUTY STATION AS TO THE AMOUNT THEY ARE ENTITLED. MCAS Miramar Finance Office: (858) 577-6981/6982/4360. Up to ten days of temporary lodging will be reimbursed. Save all receipts to process your final travel claim. DON'T FORGET TO REQUEST YOUR DISLOCATION ALLOWANCE (equal to two months BAH) if you are eligible. Expenses: Be prepared to cover your temporary living expenses in advance of reimbursement. You will need one month's rent in advance with at least one-half of a month's rent as a deposit. Be sure to ask about a special "military discount" offered by some property managers. The Military Family Housing (32nd St Naval Station, San Diego) also offers a Rental Partnership Program (RPP) for Service Members. | Entitlements | |
Current per diem rate is $50 per day for service member, $37.50 for spouse or child 12 years of age or older traveling at the same time as member, and $25 for each child younger than 12. If travel is not concurrent with member, the spouse per diem is $50. It is paid for each day of travel used up to the maximum days authorized in the orders. This amount is intended to cover actual food and lodging along the way.
Service members driving a Privately Owned Vehicle (POV) to new assignment are entitled to 15 cents per mile for car and driver, 17 cents for one passenger, 19 cents for two passengers, and 20 cents for three or more in that vehicle. Service members with families can be reimbursed for two cars without special authorization. A third car may be authorized if member and family members are traveling at different times due to schooling or medical reasons, or the family is too large to travel in two vehicles. Any expenses exceeding the authorized per diem and mileage are the responsibility of the member.
DLA is a tax free benefit. It is intended to cover expenses associated with the move, such as rent and utility deposits, car repairs needed to make the trip, new furnishings, etc. It is not a loan, there is no repayment required. Members with a spouse or family may draw the allowance in advance of the move. Single members may be required to show rental agreement within 90 days of arrival in the new location.
You may draw one month of your disposable pay (two months with authorization) minus taxes, SGLI, garnishments and any reoccuring debt. Advance pay must be repaid in 12-24 months. Draw advance pay only as a last resort when other entitlements and allowances will not offset costs of the move. You are authorized to draw mileage and per diem in advance of the move, except when separating from the service. TLE/TLA and DLA are usually reimbursed upon filing the travel claim(s). Prepare to have sufficient funds to cover most expenses until the travel claims can be executed.

Outside Continental United States (OCONUS) moves allow members to draw a Temporary Living Allowance (TLA) based upon the local per diem rate for a maximum of 60 days after arrival overseas, in addition to the 5 days TLE authorized prior to departure. TLA is 65% of the local per diem for member or one dependent, 35% for each additional dependent over 12 years and 25% for each additional dependent under 12 years. Priority will be given at military lodging facilities. Because of scarcity of off-base housing in many foreign areas, it is often better for the member to relocate first and have the family remain in the U.S. while housing is secured.
Basic Allowance for Housing (BAH), has replaced VHA & BAQ, effective January 1, 1998. BAH is determined by paygrade and cost of living in destination area. Current BAH information is available through disbursing or personnel support on any location in CONUS. It is intended to partially offset higher costs for civilian housing and utility costs. BAH is not paid when occupying government quarters.Twelve very high cost of living areas in the US also pay a Cost of Living Allowance (COLA) in addition to BAH. The amount paid varies by family size, length of service and pay grade. Check with your disbursing office to see if your new assignment is in an area paying COLA. San Diego County is a metropolitan area of over 2 million people with nearly l.25 million people living within the City of San Diego. Miramar is positioned on 24,000 acres of land surrounded by the city, and approximately 13 miles from downtown. The Pacific Ocean is just 8 miles west and provides refreshing breezes on most days. Foothills of the mountain desert region envelops the eastern border of the base
Mostly sunny and warm.TEMPERATURE RANGE: 40-60 WINTER, 55-90 SUMMER. Ambient temperature varies considerably depending upon the distance from the ocean. ANNUAL PRECIPITATION: 10 inches of rain, no snow except in the mountains above 3500 feet. Terrain is criss-crossed with canyons and hills, ringed by mountain deserts to the east. Occasional periods of drought require water conservation. Hot dry winds, usually in late summer and fall, can push temperatures into 90's for a day or so. Generally, the climate is considered ideal. | Important Information |
The Main Gate is off Miramar Way and I-15 and is open 24 hours. The North Gate is off Miramar Road and is open 0600-2200 daily. The West Gate, which is off Miramar Road, is open from 0600-0800 Monday through Friday (inbound traffic only) and 1600-1800 (outbound traffic only).Firearms - For those reporting to MCAS Miramar, it is important to know that firearms are not allowed in your vehicle at any time. If you are assigned to live in bachelor quarters and are the owner of firearms, you need to register your firearm(s) with the vehicle registration department and store it in the armory. Penalty for violating the station firearm policy is up to your command and may include loss of base driving privileges and barring your vehicle from entering a military installation. The state of California requires all firearms to be registered. If you are reporting to other installations you should check out their policy before you arrive. That way you can make arrangements ahead of time and avoid unnecessary problems. |

The Housing Referral Office provides computerized civilian rental assistance, and has approximately 4,000 listings at any one time. Referral Counselors will provide you with any information desired regarding San Diego Community housing, crime rates, and school rankings. You can indicate the type of condo, apartment, or home you are looking for, a preferred location, if applicable, price range, amenities, etc. That information is entered into a computer and matches are printed out. This service can help you find a home more quickly. Hours: 800-1700Many real estate offices have military specialist. Most will send free area information packets. Also, contact your local real estate office and ask them to refer you to a member of their Relocation Network or affiliate. The VA Home Loan Office is located aboard MCAS Miramar in bldg. 5305.
